Legislative leaders target Baltimore

With a month left in the General Assembly’s annual 90-day session, the leaders of both houses have announced a focus on Baltimore.

House Speaker Michael Busch and Senate President Mike Miller are backing a package of bills that includes efforts to renew development and boost education in the city.

The Democratic-led House of Delegates gave its preliminary approval to Republican Gov. Larry Hogan's budget Wednesday. The version passed by the lower chamber departs significantly from Hogan’s plan, beefing up spending on schools, safety net programs and state worker pay.

Having labored for years to save the bay, Maggie McIntosh turns now to matters of the purse. How Maryland spends the taxpayers’ money is about to become her new Job 1. 

 She takes over as chair of the House Appropriations Committee at a moment of  great challenge. The Baltimore delegate takes control of this body when cuts in spending are in the offing. Unless handled carefully, cuts could undermine values such as public education.
